*sigh* One of the best things about being named Mikey is the ability to overuse the gratuitous reference to the cereal commercial.... 
Anyways, I like it. The only part I'm not in utter agreement with is the bit about the ACEs -- I don't think it adds to the strength of the plan to have the ACEs as a group "vote" on the person, and in many ways it may detract. Simply presenting it to the h2g2 community should be sufficient -- at that point everyone's voice would theoretically have the same worth.

Well, Mikey - I figured that if a banned researcher was going to be offered parole, but the Editors changed their mind after receiving some negative info about them, then that might cause conflict and bad vibes. Better to try and nip these things in the bud - or at least in the ACE list...
otoh, if an ACE thinks it's a bad idea, it probably is...
