The list was drastically cut down some months ago. 
NB There is a bicycle smiley as a blob though: <./>B1001111</.>

Smeg! Any point in adding unfulfilled requests all over again 
waited for years to have the old fish smiley reinstated...

Given that the smiley ideas list page is still saying it is closed (I just looked), the official answer must be no.
The old(?) fish are still around - though not as smileys which can be typed into a plain text post.

I believe it was closed because people were making lots of suggestions (no surprise there!) but not necessarily ones which would gain popular use and much faster than the staff had any intention of actually adding smileys. I suppose they figure that any really good or popular suggestions are likely to have been made already. So the current list should consist of those regarded as most in demand and next in line to be made sometime.

I got fed up with updating it, when I knew there was no way that we were going to be able to half of what was on the list. So we closed it to new ideas.

Well some needed to be removed because they had already been done - possibly over a year ago in some cases. The list really wasn't being updated properly. The removal of the other items could be seen as a statement of intent (ie "we have no intention of ever doing them") or as an opportunity to trick researchers into asking for the same ones again (if they've ignored the closure notice or even seen that there was an official place to make suggestions).

We thought that it made more sense to keep the actions and emotions, as there was more chance that they would be used by the majority of people. Some of the 'item' ones don't get used very much.
Plus there are so many smileys on h2g2 already, that to keep churning out ones that weren't used didn't make much sense.
