Interesting ideas.... but it may be easier to find an immortal benevolent monarch.
The People as a whole are of fairly low quality.
As to the article: It is an interesting read (incomplete though it is) however there is a cornicopiea of misspellings and typos that obfuscate some of the meaning. I don't think I can point them all out, I suggest a good spell checker.

Hey, this is a university project! Projects don't enter the Guide via the PR route but go straight in, once they are finished. No Scout's recommendation required, but participation from researchers welcome, of course

I can use some researchers, I've already one collegue: Red Oracle. there exists to Red Oracle sites, they are actualy both the same: but the real one is:185206! More interested people can aply for cooperation at the project
