So do ghosts wear whatever their corpse is wearing? Or what they'd like to wear? Because that's going to be one annoyed teenager if she can't change outfits when this one goes out of fashion

That's an interesting idea.
According to the show (which I was using as a premise), the ghost at first looks bad, like when they died. As their problem gets solved, they look better, and their clothes tidy up.
Then they seem to acquire more wardrobe selection.
You can't blame the writers, they have to deal with a very weird writers' bible.
