British Democracy versus Policracy!?

Here I would like to point out my research project: Project Policratea (http://www.bbc.co.uk/h2g2/guide/A633007)! Is the ancient British Democracy something like and easaly developed in an policratic system? I do think so, the district system and the non written constitution make it look like a policratic state! Let's assume it is possible to make the British Demcracy an example for a exportable policratic stateform as a competing system for the malfinctioning US Democracy!
