There isn't much difficulty in designing a penguin smiley. However, the smiley ideas list on A651935 has been closed to new suggestions for quite some time now after it grew excessively long and the staff were not willing to add that many new smileys. Meanwhile you can still use the original text method (and some spaces) to make your own smileys, eg:

i totally agree. as you may think from my name, i am totally mad about penguins. no offence or nothing, but that "Penguin" looks like a demanted owl!!!
