How do you get around the fact that some people may try and bypass this law by leaving their mobiles on silent, or vibrate mode? do we employ 'Mobile setector vans' like the TV detector vans? or sniffer dogs to hunt out these miscreants and then spot fine them?
or should we just make them wear digital screens attached to their bodies so the world can read their messages?
