To the best of my knowledge this is a completely unofficial election within H2G2, a BBC site. Whilst the BBC supporting unnofficial political/electoral/independance issues isn't unprecedented:

So once I'm pressident I can declaire myself all time for perpetuity king of H2G2 so its offical! then I can resign from beign president! and go follow the lemmings to the bager lands!
