While all the hype is going on concerning the introduction of "Talking CCTV Cameras" I viewed a video post on the BBC's website regarding Reading's proposed introduction of this scheme. At the end of the video clip the presenter announced hat the council would e running a competition, asking people to write a rap song about the proposal and the winner would get to go into the CCTV control room and use the system, seeing the live video feeds from the cameras and use the talk facility to tell someone off!! .
We hit a number of issues here, first of all the Data Protection Act concerning access to live and recorded video from CCTV systems and controlled aces to such areas, but one that sticks out the most is the Security Industry Authority. The SIA are responsible for licensing operatives within the industry. One such licence is Public Space Surveillance (CCTV) licence. This is required when manned guarding activities are carried out through the use of closed circuit television equipment to:
A. monitor the activities of a member of the public in a public or private place; or
B. identify a particular person,
So are the local council going to put this individual through their training so they can use the system or they going to yet again make a sham out of the Industries Licensing Authority as Local Councils up and down the country continue to do so on a daily basis???
