Motorbikes

I've been around bikes now for quite a long time and to date I still haven't passed my driving test. I have passed my CBT and my Theory test but still no full license. Because of new UK laws that have dramatically changed the testing system I have to pay extra money to sit a direct access test other wise I will be stuck to 33 brake horse power for 2 years, at 30 years old what choice do i have but to do direct access or I'll be stuck on small bikes for a while. My CBT certificate runs out in july, if I don't pass my test before then it'll cost me another £100 to do it again, Does this seem fair? or does it seem like the government are trying to get every last penny out of learner riders? I feel like I'm being defeated at every turn, all I want is to drive my bike, NOT TOO MUCH TO ASK.
