If you think that they will spontaneously improve, be promoted out of the way, see the error of their ways .... stop. Think. Get the hell out of there as fast as you can. Loyalty to a business was something that was of value until the early 1970s.
Nowadays, firms value people who have breadth of experience. And that means moving around. At least every three years, until you are aged 43.

Not so much in Germany, as changing a lot gives the impression that you have no staying power. That may change with globalisation though, as nearly everyone is working for an American, Swiss or Japanese company these days, even if they were taken on by a small German company originally.
