Welcome to Peer Review, Tangent.
What you have here is very interesting information, but I think it already assumes that I'm familiar with the university's parking system. Perhaps you could begin with an introduction that explains, basically, some things I might *need* to 'beat' - i.e. what doesn't really work. But you could also use some basic explanation on how the system works. Do you have to buy a permit? Do you use parking meters? That sort of thing. All in a sort of introduction. Does that make sense?

Thank you, echomikeromeo. The system to beat is the unfair ticketing, but I will certainly explain the complicated permit system as well, and why parking in Bloomington is so tragic.
The post is intended for people unfamiliar with the city, you your advice helps greatly. Watch for a addition to the introduction.
