I think the last smiley made was the smiley a few weeks or months ago.

It was more than a few months ago, that one has been around for more than a year I'm sure. You only need to ask Traveller

No, that ski one was from an older batch. The last batch included some the most non-conformant smileys yet - not even the right height in pixels, let alone anti-aliased. Eg rolleyes and shhh. Previous batches included ones which weren't the right colour, eg evilgrin and applause.

You can't rely on that date. The page was updated more recently than that. The staff are supposed to keep the help pages up-to-date as new images (smileys and blobs) are added. Although there are times when this hasn't happened.

No. They are made by various members of staff behind the scenes, by some CAs and by some non-CA users of h2g2. The onsite written rules about this were never truthful - just as with so many other of the rule pages.
