It should rightly be called "Very Awful Tax"

The New Zealand solution was to have the local form of VAT (Goods and Services Tax") apply to absolutely everything, with no sorts of distinction between luxury/non luxury et C. This had obvious disadvantage of being effectively a flat tax, so the less well off get stuffed by it.
