The Romans wouldn't be specifically upset to see thw Welsh in Chester. In their day the natives of both Clwyd and Cheshire would have spoken British (i.e. 'Old' Welsh). In fact it might be possible that they would welcome hearing a few Welsh words as ones they recognise from their own time.
They might have seen the Welsh as troublesome but this was because they were hard to conquer in their hilly environment unlike the 'Cheshirese'(!) who lived on the flat.
The Fort was strategic because it kept the uplanders of North Wales apart from the uplanders of North West England and gave good access to the Sea.
