Why are 'department' and 'research' capitalised, but 'semester' not?

Yup, either all three should be or none - to maintain stylistic consistency. If this department is going to have a resident pedant, I think it unlikely that she/I'll allow "alright" for "all right, but some better lexicographers than I do

BTW - I haven't been involved much yet with the university and so don't know how it works - are you listing all edited guide entries under the relevant categories, or just those which have been created via a request at the university?
