Who decides that a new flavor of dog food tastes better than the old flavor and that either tastes like real veal and cheese and cabernet with a nice cigar and a snifter of brandy (or is it Amanda) afterwards?

Does anybody know that fellow or miss? Is there a rumour of what kind of training one would go under in order to perform such an arduous and life-threatening task? Has anyone who ever received or stole an MBE ever been associated with the kibble industry?
