In the global arms race it seems the objective is to build the biggest and most powerful bomb then refuse to use it and eventually dismantle it.
Since the bombs never get used why not build them out of cardboard and then pretend they have powers of mass destruction. It would certainly save money and make them a damn sight simpler to dismantle.
