Who are the bad guys in Asterix and Obelix?
Some would say that the bad guy is Caesar.
If you read the "War of the Gauls" (from Him) you will get a few more of the jokes made by Goscinni and Uderzo.
Caesar uses the third person, when he describes his own actions in his own account of the building of the Roman empire.
This is derided in Asterix and Obelix in more than one occasion.
There are lesser (or worse, depending on the viewpoint) targets such as all the neighbouring nations around France (ahem, Gaul). For example the Brits, the Spaniards, the Germans, etc... are all shamelessly mocked in various installments of Asterix.
All in all this series of cartoons does not much to educate its readers, and although you can get a good time, there are better forms of entertainment than poking fun on stranger.
So I guess the real bad guys are Goscinni and Uderzo
