I think the problem is largely that different people have different standards. Presumably those who talk loudly into their mobiles, allow their children to run riot etc don't mind if they receive the same treatment.
Sometimes people are just thoughtless & might amend their behaviour if the problem is pointed out to them. Mostly I think we're too scared of the possible recriminations to do so.
