Martial Law was declared in Tibet three months before the tragic events of Tiananmen Square took place, after police fired on unarmed demonstrators. Eyewitness accounts describe police taking up positions on rooftops with their weapons ready. Even so, they had to throw bottles into the crowd in order to inflame the situation enough to give them the excuse to open fire.

The difference between the massacre in Lhasa and the one in Beijing, apart from the fact that hardly anyone seems to know about he deaths of Tibetans, is that the PLA eventually attacked the Beijing pro-democracy demonstrators in order to clear Tienanmen Square and end the confrontaion which focused world attention on China's human rights abuses; whereas the shooting of innocent people (men, women and children) in Tibet was used to incite rioting in order to justify imposing martial law. Police fired on peaceful protestors in order to provoke a violent response sufficient to warrant calling in PLA troops.

The man in charge in Tibet at the time was Hu Jintao, the man now at the controls in Beijing.
