99% of shark bites occur when people are wearing swimming costumes because 99% of the people wear swimming costumes! So, if 99% of the people _don't_ wear swimming costumes, then 99% of shark bites will occur on those who don't!
Although I will say the prohibitions make the beach that much more interesting
