Labels...'Transexual'

I know that labels can be hard to define and may even drift over time, as a long term transgendered individual, I've come to understand "transexual" not merely as someone who has transitioned, but one who seeks out that experience and actually pursues that process whether or not they go through with the surgery. Maybe I'm being too generous but I know people who qualify for the label but who refuse or are denied that surgery and yet maintain the category identifiers.
I'm not trying to start some argument but seeking to generate greater understanding.
