there is no point in being a part time torturer. full time would be better
but then i rarely have anyone to torture cos all the people that break the rules are diplomatically immune to arrest due to their rank!

We should aim to have three people under arrest at any one time, and released within three active days. THe rules should be really oppressive as well. That would be cool.
