If a citizen chooses exile, he, she, or it may leave the country with their property without being harrased or punished. They may do so even if the nation they are leaving has found them guilty of some crime for which they are to be punished. However, any nation may refuse to admit an exile and require that exiles submit to the new nation's laws regarding any crimes that they are fleeing punishment from.
