ROFL! 'Something muddy with teeth' is the best description I've heard so far
The truth is rather boring... 'Inaugurate' is to swear in a new president; 'Inaugural' is a speech given at an opening ceremony, or 'first use', or the opening ceremony itself.
Something like that.
