These fluffy white creatures have disguised their intelligence well, and have almost entirely convinced the world that they are simple animals incapable of independent thought. They are, however, far more intelligent than they look, and their social system is the ultimate example of a democratic structure where nobody leads and everybody follows.

They are the rulers of Wales.
