The site is being upgraded. You're using the new site which is still quite buggy. You can't use and smileys or < >. Once you get the block I think you need to refresh your page and try again.
Or just go back to using the old site in the meantime (which is what many of us are doing except when testing the new site) via http://www.bbc.co.uk/dna/h2g2
