I think that potatoes as well as wheat have been used when making vodka, not only in the former Soviet Union but also in the Nordic countries.
I tried googling for some information, and it does seem that wheat is the most common basis today, although I found a site saying that Stolichnaya (or 'Stoli') is made either from wheat, in which case it is exported - or from potatoes, for domestic consumption...
...now, living in Sweden, I don't know how correct this info might be - maybe it isn't relevant any more?
