Does the ability to operate a calculator indicate an ability to operate a mainframe?

Balancing a budget is balancing a budget. You look at how much you have coming in and use it to calculate how much you can spend. That goes for if you have $2,000,000,000 coming in or $20.
It's just two calculators. Only difference is one has bigger buttons.

A calculator only requires knowledge of numbers. A mainframe requires knowledge of COBOL, C (and variants), CLIST, REXX, TSO commands, system commands, application commands, etc.
Likewise, in your home budget, you barely scratch the surface of economic skills. Which is why so many lottery winners go broke. They don't know how to keep the money they've won.
Any comparison between your checkbook and the national budget is a gross oversimplification.
