I think it is, actually, which is part of the problem us Westerners face 
It's been a long time since I've checked any of the online stores I was recommended. My advice would be to check eBay, or do a Google search for the series you want. Whether or not you choose to trust any of the multitude of dubious looking stores that pop up is your call. It may be best asking around anime forums and seeing who they trust. I used the #WASHU# mailing list for pointers (that's the one for Washu from Tenchi Muyo of course) but I unsubscribed from that over 18 months ago...
