Certainly the BBC think so as he was Sports Personality of the Century! 
That cool suave self-confidence dancing around the boxing ring coming up with the right penetrative punch @ the right time. I think he only ever lost five times (+ floored by Henry Cooper too!). A charisma & flamboyance virtually unique to his sport.
A great symbol against racism in sport too. I think he was recently given another an Olympic Gold Medal 1996? after he threw his original one into a lake after getting abuse from white Americans (a protest against his nation, I think).
NB. The "Black Power" trio on the podium @ the 1968 Olympics.
Of course, there is the school of thought that suggests politics & sport should not be mixed. But, to be fair, some sporting platforms offer the audience to make particular movements heard.
