How do you measure the speed of steering?

I think that last paragraph is a touch ambiguous, or is it supposed to be exactly as it reads. You say something along the lines of ...
Doppler radars can calculate the speed at which you are driving a car, steering a boat or pedalling a bicycle.
Surely a doppler radar detects the speed of each of the vehicles, not how quickly the person controlling them is implementing the control. i.e. not how fast the steering wheel is being turned.

It is supposed to be read exactly the same way as it is written.
It's the speed which is measured, nothing else.

Perhaps I miss something but ... isn't the speed at which one pedals on a bicycle irrelevant to the speed of the bicycle due to the effects of gearing? Surely police radar is interested in the vehicle's speed, not what the 'driver' is doing.
