Culture vis a vie civilization

I maintain that to state that culture does not denote civilization is a misnomer. This is largely due to the fact that 'civilization' is relative to the accepted norms of the particular place and time. For example, we would call barbaric people uncivilized because of their inability to leave in harmony with other people. This idea of living in harmony with people (civility, perhaps) is a modern idea which was not acceptable to the barbaric people of old. This civility is an idea which crops up from a people's collective experiences and values which is known as culture. That's how I see it anyway.
