I meant to comment on this when it was in PR but never got around to it. Thing is, I don't think public nudity is much of an issue in Germany at all. There is at least one park in Berlin where people enjoy sunbathing nude. Coincidentally, the weekend I returned from a conference in Berlin, the colour supplement of a UK newspaper carried an aricle about public nudity in this very park. It said that Berliners made a spoirt of sailing nude on makeshift rafts (car tures and things)down stream into the centre of Berlin, and catching a bus back to their clothes. "What upsets the bus drivers wasn't the nudty aboard but the fact that these passengers had no pockets to put any money one"!
