Can anyone suggest who best to write to (email or preferably snail mail) at the BBC to protest against this policy which clearly amounts to de facto censorship?
I encourage others to do the same.

That link goes to a page for giving feedback about BBCi websites. I'm not sure if we're supposed to post there, or to use one of the Feedback forums inside h2g2. I'm pretty sure h2g2 staff is not responsible for this policy decision, and their replies in the past have been that decisions like these came down through BBC. So it would seem like complaints ought to go towards BBC.
I couldn't find an email address for Ashley Highfield, BBC Director of New Media. But he would probably prefer that complaints be sent to one of these generic feedback forms anyhow, where they can be conveniently gathered and dealt with as necessary.

You could try [email protected]. At worst that would conveniently gather all of the messages of complaint into his secretary's inbox.

I was going to ask if "file 13" is an American colloquialism, or if it means the same thing in UK, but it won't help change anything if we start assuming that BBC people won't listen to us. We should use the avenues they've given us for comment, and hope that they really do consider our feedback seriously.

No - there have been complaints in a lot of the bbci messageboards about the feedback form not working I've always found the link to report technical faults to work and get a responce - you could try them http://www.bbc.co.uk/home/feedback/
