In Pennsylvania, state police are not limited to only using radar. They can use any device allowed to all police in the Commonwealth.
Instead, the law, 75 Pa. C.S.A. 3368(c2), so reads that radar "may only be used by members of the Pennsylvania State Police."
In other words, local police are prohibited from using radar. They may use VASCAR or rear-pace speedometer, and if they are using a speedometer, they have to clock a speeding motorist for at least 3/10 of a mile.
