err...from your description doesn't it in fact mean it was invented in the UK?

Finally able to reply...
Not exactly. Someone in the UK attached a sail to a sailcraft with a universal joint. What they did NOT do, as far as I can make out, is then take that craft and use it to surf with, or indeed do anything very much.
However, you can be denied a patent if there is something called "prior art", i.e. if someone did your thing before you did, whether or not they exploited it or did it exactly the same way - and one of the most critical design features of the windsurfer is the universal joint, which had been done before.
