In Estonia the conditions and prizes can be very different. Usually the landlords are people who got their properties back after the soviet period and with all the people who were living in the houses. These houses are usually in a very bad condition, quite often without plumbing and with stove heating. If you're lucky you can find a place for free but of course there are places that cost a fortune (average monthly income, for example). These, I guess, are "normal" according to EU standards.
