I think Westwood have made the best RTS games...

I think the graphics enhancement in the newest Westwood RTS (C&C: Red Alert 2: Yuri's Revenge Expansion) makes it much better than other RTS games like Age of Empires. Westwood also probably has the best interface for playing over the internet.
Tiberian Sun was not that bad...it did have much better graphics...
