moreover, if a fixed sum is told for the direct debit, in case of an under or overcharge what's the method followed between the payer and payee, like document or verbal conversation, and then the recipient tells the bank to take the money back from his account or pay him more?

That's exactly it, yes. If the wrong amount is taken from your account, contact the company in question (or they'll contact you, more likely) and you sort something out between you. It might be that you settle the difference by cheque, that it's added/subtracted to your bill, or something else.
