Yes, you are sooooooo right! My cat's ideal toy was pieces of our old brown carpet. It satisfies almost all your criteria for the ideal toy:
It is free, small and light, we regularly chuck it over his head to see the wonderful half twisted back somersalt! The more it is played with the fuzzier it gets, not too hot on the crackeling sounds but this is only a minor draw back. It also does well when strung up on the back of a chair to be swiped at.
No relections, no noise, and is very definately a manky brown colour! We feel it was used as a substitue for a real mouse, which despite being almost always preferable, is not allowed in the house (not that this bothers the cat!) the carpet is much more widely available.
