76 GHz clutter returns from water on the road

When an automotive radar for ACC at 76 GHz is working in a heavy rain weather and there is a layer of water on the road, then there is a well defined clutter return at an angle approximately of -5 degrees from the horizon and constant range.
The data I collected was taken with a vertically polarized radar.
My questions are:
Is there any difference between vertical and horizontal polarization?
Has the Brewster angle have anything to do with this effect?
What could be the doppler of this return?
