Scale bugs in window boxes

Hello
I have had my 'million bells' petunias destroyed by scale bugs and sooty mould (from the sticky stuff). Now I want to replant them with something more resilient but don't know if I should re-use the soil (peat free of course) - I hope to reinclude a couple of lavenders and ivys which have survived but don't want to reintroduce the pests. Help!
