Am I right in thinking that the ROI got through into the second round on the toss of a coin, because there was no other method of separating them from Holland?

No. Look again at the Entry and you'll see that Holland also went through. With 24 teams split into six groups for the first round, the format was that the top two teams from each group went through plus the four third-placed teams with the best records, and Ireland and Holland's records were good enough to see them both through. I believe that FIFA drew lots to determine second place in the group, but only so they could allocate both teams their places in the second round draw.
