Was it really set in pre-WWII England? I always thought it set in the 1950s (mods & rockers) - or maybe I'm being subliminally influenced by the film (which I haven't seen)

My interpretation of the book was that it was set in the 1930s - but I can't remember whether that is made explicit or not.

Yup set contempery to when it was written, which is 1930s, although Greene got the idea for the setting from some gang murders which happened in Brighton in the 20s.
The film came out in 1947.
