A Conversation for ISBN - International Standard Book Number

I found a website which might be useful to people who want to use ISBNs.
This is the International ISBN Agency at http://www.isbn-international.org/ where you can find a User Manual which gives you detailed information as to using ISBNs in various contexts.
Unfortunately I'm a trifle confused as to the use of check digits. There are two algorithms, one for generating a check digit (Chapter 7) and one for checking it (Chapter 4), and at first sight they appear to contradict each other. Give me a lunch hour and I'll see if I can figure out where the conflict lies (probably in my head )
I have some Visual Basic code which seems to work OK if anyone wants. I based it on a JAVA function I saw on the web but can't find any more.
Finally I'm trying to find a definitive list of "group identifiers" but having little success.

"The Hitchhiker's Guide to the Galaxy is a wholly remarkable book. It has been compiled and recompiled many times and under many different editorships. It contains contributions from countless numbers of travellers and researchers."
