As far as I'm aware, the Imola circuit isn't in San Marino, but is in Italy. It is only named after the nearby principality. The reason that it is called the San Marino Grand Prix is because a country can't have two Grand Prix. This is why the GP in Germany at the Nurburgring circuit is called the European Grand Prix, not the German, since the German GP is held later in the season at Hockenheim. Likewise the GP held at the Japanese TI circuit was called the Pacific GP to differentiate it from the Japanese, which is held at Suzuka.
