I think that the term "number theory" is usually used to refer to the study of whole numbers specifically (problems like the Goldbach conjecture, prime number theorem, Fermat's Last Theorem, unique factorization, Diophantine equations, etc.), I think the term you're looking for is "foundations of mathematics" or something like that.
