My suggestion is blackheath in London.
The highest - and certainly windiest place in the old smoke - surprisingly clean and fresh - with great views of the thames and docklands.
A popular bike flying spot so you'll find plenty of experienced kiters to chat to.

l find that opening a window on a plane and letting the kite go out the window is great fun , that is , great fun for those watching whoever it was holding on to the kite disappear through the clouds . Another good place is at the bottom of the ocean because ,( although the kite gets wet and more floats than flys ), you dont have to worry about the string getting caught in trees .

That's not as mad as it sounds - I have seen people fly kites underwater. Slow, but it works.
